RLH Development, LLC was launched by Robin Haddock in 2009 in order to provide development and project management services within the affordable housing industry. Prior to beginning this new venture, Robin spent 10 years working for a national nonprofit specializing in affordable, service-enriched housing and was responsible for establishing and operating the organization’s Savannah, Georgia office. From this office, she was responsible for business development along with project and asset management of new construction and substantial rehabilitation projects for affordable housing in the Southeast. As of August 2013, RLH Development is based in Charlotte, North Carolina.
RLH Development works with housing developers at various stages from project inception through construction completion and conversion. Services include initial feasibility analysis, pro forma development and financing application preparation. Once projects are funded, RLH Development provides coordination of the design team and third party consultants, design review, and management of the closing process. During construction, services include acting as a liaison between the owner, general contractor and third party professionals, as well as assisting with finish selections, unit inspections, and reviewing construction draws and change orders. RLH Development provides project management services focused on streamlining the development and construction phases followed by an orderly transition into occupancy, management and asset management.
RLH Development draws from extensive experience utilizing financing tools including State and Federal Low Income Housing Tax Credits, Historic Tax Credits, CDBG and HOME funds, tax-exempt bonds, and Affordable Housing Program Funds from the Federal Home Loan Bank. The firm also has experience managing projects involving HUD and FHA financing, including new construction developments utilizing Section 202 Capital Grant and Section 221(d)(4) insured loan programs and preservation deals involving the use of the HUD 223(f) and HUD 221(d)(4) programs to refinance existing HUD 202 and HUD 236 loans. Completed developments include both new construction deals involving land entitlements, layered financing and master planning, as well as substantial rehabilitation projects with subsidy renewals, tenant relocation, environmental mitigation and synchronizing current local and federal regulations.
RLH Development also draws from years of involvement with policy and advocacy work, including assistance with the creation of the Savannah Affordable Housing Fund, the first of its kind in Georgia. Affordable housing development practices have been shared through speaking engagements and trainings at venues including annual meetings of the Georgia Department of Community Affairs, the American Planning Association and the National Housing & Redevelopment Association, as well as guest lecturing for the Land Development Program at Texas A&M University.
RLH Development also benefits from Robin’s education and training, including HUD’s training on Multifamily Advanced Preservation and the Uniform Relocation Assistance and Real Property Acquisition Policies Act. She has achieved a Housing Development Finance Professional Certification from the National Development Council and a Construction Industry Technician Certification from the National Association of Women in Construction. Robin holds a Master of Science in Land Development from Texas A&M University and a Bachelor of Science in Community & Regional Planning from Iowa State University.
